Among the many important challenges facing the state, is one the most priority. It - ensuring the nation's health, improve the quality of life and increase its duration.
It should be noted that we spend less than 5% of GDP on medicine, and this (according to the WHO definition) means that there is almost none. According to statistics, since independence, the population in Ukraine has decreased by more than 7 million. And in November 2013 it was approximately 45500000. Many people die prematurely from cardiovascular diseases, cancer, injuries, infectious and other diseases, not even reaching middle age. The average life expectancy in Ukraine, although slightly improved in recent years, is one of the lowest in Europe and was in the men 2013 - 66,7, and for women - 76,2 years.
In some years there has been a so-called "super mortality" when the death rate exceeds the birth rate. Now there is a question about the biological survival of the people of Ukraine. In a society where there is a constant confrontation between the political forces, where continuous corruption, psychological and physical stress of people caused by the decline in their standard of living, there is a surge in a variety of diseases and premature death, which leads to the degeneration of the nation.
The country has almost 80% of people have one or more chronic diseases. Already, even in high school graduates are diagnosed some shortcomings in the field of health. The official medicine is unable to cope with chronic diseases, the number of which increased from 10% in the early twentieth century to 90% at the end. In the new century medicine came with 24 thousand diseases (International Classification), and more than a hundred medical professions.
The conceptual basis of modern medicine is the teaching of Hippocrates, on which the Soviet health system was based, organized by N. Semashko. She came into protivorichchya with the development of modern society. 49 article of the Constitution of Ukraine on free medical treatment for a long time does not work. Today the doctor does not treat the patient, but sells medical services, approves or is certified by the Ministry of Health of Ukraine. He heals the body, not the human person. According to the results of treatment of patients, almost no one is responsible, this also applies to the reliability of analyzes of paid laboratory and diagnostic centers. Almost does not work insurance medicine, which greatly improved the efficiency of diagnosis and treatment of patients with various pathologies. With huge anthropogenic pollution of the environment, low sanitary and hygienic measures and lack of medical self-education of the population, preventive work in the country is reduced to nothing.
The ineffectiveness of the current medicine is that 100% of doctors serve about 5% of the population, and 95% of the population is without medical attention, ie falls an important component of the activities of medicine - preventing disease.
Despite the triumphant achievements in medicine in the treatment of infectious diseases, surgery, anesthesia, human genetics - it is powerless before the increase in chronic diseases. The evolution of medicine suffer a pronounced one-sided with a maximum focus on the development and treatment of patients virtually ignores preventative and rehabilitation areas.
Today, there is a lot of data showing a steady decline in the effectiveness of medical products, which already number about 300 thousand, a rapid increase in the incidence of certain medicines, which sometimes leads to death, continuous allergization of the population and lack of proper quality control of pharmaceuticals. WHO Director-General M. Chen said in 2012 that "the world is on the threshold of the crisis, the number of resistant pathogenic microorganisms has increased by 50% ... All this will lead to the decline of modern medicine." In this case, doctors often drive the disease inwards and make the patient chronically incurable.
Since the independence of Ukraine, medicine itself has shown its passivity and powerlessness, it itself is experiencing a deep conceptual and methodological crisis, as well as a social, moral, and finally political, since it cannot provide a social order for health for the population of Ukraine. Such medicine is alienated from society, and such medicine cannot satisfy the need for a healthy population. Until now, our country has not formulated a specific state policy in the field of health care. In the articles of the Constitution of Ukraine, medical care is represented by the following types: emergency, primary, secondary (specialized), tertiary (highly specialized), palliative, but rehabilitation of cancer patients is still not reflected in the legislation and principles.
What do cancer patients, taking into account the current state of affairs in society and medicine? Knowledge of the nature of cancer medicine would give the necessary understanding that is the foundation of health, and how to use it for the prevention, treatment and rehabilitation of the most common and fatal diseases of our time.
Despite significant advances in molecular biology, medicine, nuclear and quantum physics, there have been no significant advances in the study of the nature of cancer and its treatment in the last 50 years. Experimental oncology is in a state of stagnation, reductionist approaches (without taking into account the achievements of nuclear and quantum physics) do not allow it to assess the problem globally. Attempts to destroy malignant cells by surgical removal of the tumor, the cytotoxic effects of radiation and chemotherapy, and other agents have not yielded significant success since R.Virchov concluded that the cancer cell is a mutation cell and offered to kill it only. Among many antitumour agents, including targeted drugs used in the clinic for the treatment of cancer patients, there are still no specific antitumor drugs that would affect only malignant cells, did not poison the patient's body and did not cause cross-resistance. Due to the defectiveness of capillary vessels, preparations can not be delivered to the tumor at the desired cytotoxic concentration. Only 40% of malignant tumors have primary sensitivity to modern antitumor drugs.
"Search and destroy" a cancer cell - under this slogan put forward by R.Virkhov, the treatment of a tumor disease in the XIX-XX c. And continues to this day. This approach is due to the fact that oncologists did not consider the tumor as a disease of the entire body of the patient, with violation of its adaptive defense mechanisms. Therefore, this approach does not always guarantee the complete recovery of the oncological disease, since it is directed locally (Status localis) to the tumor, and the underlying causes that led to the onset of a tumor disease - the "cancerous background" - remain in the body. They lead to relapse and metastasis, the generalization of the malignant process and the death of the patient.
No less significant disturbances in the body causes the aggressive anti-cancer treatments, it is not only leads to functional and organic changes, disability of patients, but also to profound mental disorders that reduce adaptive mechanisms, suppresses the immune system, causing the progression of neoplastic disease and accelerating the death of patients.
Unfortunately, in the future of cancer treatment in the XXI century there are no fundamental original approaches researchers nor Ukraine nor abroad is not offered. In the information age it is necessary to radically change the tactics and strategy of treatment where a person should be regarded as an open system bioinformation as a mental entity, placed in the physical body, which carries the complexity of the universe.
Approximately 160 thousand cancer patients are diagnosed in Ukraine every year, of which about 100 thousand people die in the first year after treatment with demonstrative medicine and rational pharmacotherapy. The rest - maimed, poisoned, irradiated, often in agony and poverty live out their lives. In general in Ukraine there are over 1 million cancer patients, and their number from year to year increases by 1,3-2%. Establishing a diagnosis for cancer patients is a shock, distrust, fear, pain, feelings of helplessness and doom. In Ukraine, every 3 man and 5 woman are at risk of getting cancer, and now there is almost no family that would not have touched this trouble.
Our medicine doomed cancer as an incurable disease, and when the patient finds out about his terrible diagnosis, he perceives it as a death sentence.
Rehabilitation of cancer patients, rehabilitators training and retraining in Ukraine almost nobody has been systematically and schools do not prepare such specialists, and the rehabilitation of cancer patients in the laws of our country does not. Almost no work is designed and sanatorium policy of this category of patients.
According to WHO, about 76% of cancer patients in need of rehabilitation and palliative care. Some oncologists, at their own discretion, conduct a renewal period for individual patients within the first year after radical treatment, which is usually ineffective and is not always performed qualitatively, mainly by district or family doctors at the place of residence of patients (in many district clinics there is not even an oncologist ). Left alone, the patients continue to toil the world with their relatives and friends, looking for that doctor or clinic who could after their "radical treatment" cure or prolong their life. Oncological patients differ from other patients in that they live under the constant threat of recurrence and metastasis, which can occur in a few months or in 10-20 years.
At the heart of our rehabilitation approach, the patient is viewed not as a set of anatomical and physiological systems, not as a passive carrier of the disease, but as a person with its psychological and social significance. During medical rehabilitation, the oncological patient needs to be motivated to live, which will help him overcome fear, apathy and depression, and adapt to the world around him. A strong desire to live helps to recover even onkobolnym with neglected forms of disease. We believe that a tumor disease is a chronic disease, so patients after removal of the tumor should be treated and rehabilitated throughout their life, and its rehabilitation must be ensured by a team form of work of specialists.
Rehabilitation of cancer patients Is a complex process aimed at restoring the disturbed functions of the body, the psychological and social status of the patient, improving the quality of life and prolonging it, treating pain, and preventing and preventing the risk of developing a tumor. Rehabilitation of cancer patients is achieved due to the integrative approach with the use of modern scientific achievements, new methods and tools that enable the rehabilitation physician to directly or indirectly influence individually the natural mechanisms of the patient, contributing to the restoration of his health.
Rehabilitation aims to mobilize the adaptive defense mechanisms, removes the effects of the disease, the direction of the person and requires the consent and active participation of cancer patients in the rehabilitation process of treatment.
Rehabilitation is sometimes called the "total cure" because it has to be one of the most important trends in health care and social policy, and wearing multi-character and multi-stage, that is the end of the evolution of an integrated anti-tumor therapy.
The aim of rehabilitation of cancer patients is the restoration of health, disability, mental and social status of the patient's integration in the ordinary conditions of society. According to the WHO classification, rehabilitation includes medical, psychological, vocational, social and health and may be complete, incomplete and partial. Spend the early exchange rate (1-1,5 years) rehabilitation of cancer patients or permanently uninterrupted rehabilitation of cancer patients with disabilities, based on individual performance, until the end of life.

The brain is the central organ that is able to perceive, store, analyze and evaluate the significance of incoming information for the organism, makes the necessary harmonization of the human body, energy and information with the noosphere of the surrounding world when it is excited. Often the body itself can do more for itself than modern treatment. By normalizing one or more body systems, we increase the adaptive antitumor mechanisms of the whole organism.
The integrative approach makes it possible to re-use the achievements of quantum physics, bio-, nano- and informative technologies in medicine, other modern methods and means in coherent application in treatment, rehabilitation, palliative and hospice care for patients with cancer. Therefore, for chronic diseases, including malignant tumors, it is necessary to create favorable external and internal conditions for the sick organism, that is, its treatment must be carried out on a fundamentally new basis of integral or adaptive approaches. It includes permanent detoxification of the sick organism, a change in the nature of balanced mixed nutrition, water-structural homeostasis, and changes in oxygen and carbon dioxide in tissues and organs of the oncological. It is necessary to rebuild the patient's consciousness, cleanse the Soul, carry out physical activities, restore normal microflora, reduce the effect of the "magnetic smog" and geomagnetic zones of the Earth on the sick organism. It is necessary to know and apply these methods, which can independently lead to a significant improvement in the condition and even to the recovery of an oncological patient.
Thus, we have developed and tested in experimental and clinical integrative rehabilitation method - a multi-step process, which consists of a combination treatment to restore lost functions of the body of the patient, it is the practical implementation of an optimal program for an individual patient's health recovery. We believe that it is necessary to create a pilot project of rehabilitation of cancer patients at the center of the National Institute of Health of Ukraine on the cancer type of social enterprise with mixed funding (MoH, Ministry of Social Policy of Ukraine, investors, public and industrial groups) and a team of specialists in different fields. This center will make it possible to carry out a full-fledged rehabilitation of cancer patients, oncologists rehabilitators prepare personnel for the already developed rehabilitation programs, to increase the life expectancy of patients after primary radical and systemic treatment.
